Citizens House is run by a committee made up of representatives of all the Groups and Organisations which use the Citizens House Facilities
Name
The Name of the organisation shall be Citizens House, Consett
Aims
The aim of the organisation is to promote and provide a community based facility for the activities of a wide range of voluntary and community organisations based in the local area.
The organisation aims to ensure that use of the facilities is maximised.
Membership
Membership of the organisation shall be open to all people living in the area of benefit irrespective of political views, nationality, religious opinion race, sex or colour.
Individual members are persons over the age of 18 years living within the area of benefit who subscribe to the aims of the organisation and whose application for membership is accepted by the committee.
Committee
A committee shall be made up of Honorary Officers of the organisation and up to two representatives of each organisation using the facility.
Names/Address/Telephone of each organisations representatives to be supplied to secretary when elected.
The Honorary Officers shall be elected at the Annual General Meeting of Citizens House.
Vacancies on the committee may be filled by co-option at any time from amongst the members of the organisation.
The committee shall meet on the last Thursday of April, June, September and January to conduct the organisations business. The AGM to be held in January at the regular committee meeting
Honorary Officers
The Annual General Meeting shall elect from those eligible for election Chairperson, Vice-Chairperson, Secretary, Treasurer and Auditor
The Honorary Officers shall serve in their respective capacities as officers of the committee.
In the event of a vacancy occurring among the Honorary Officers, the Committee shall have the power to fill the vacancy from among its own members, members of the organisation or an Individual Member.
Annual General Meeting
The Annual General Meeting open to all members will be held in January immediately after the January Committee Meeting. to receive the Annual Report of the Committee, the Annual Statement of Accounts, electing the Honorary Officers .
Also, when necessary consider proposals to amend the constitution and any other business of which due notice has been received.
Rules of Procedure
Voting: All issues shall be decide by a simple majority of those present at any meeting and entitled to vote. No member shall have more than one vote but in the case of an equality of votes the Chair person shall have the second or casting vote.
Minutes: The Secretary shall keep minutes of all proceedings and
resolutions of the organisation.
Finance: All monies raised by or on behalf of the organisation shall be used to further the objectives of the organisation and for no other
purpose. The treasurer shall keep proper account of the finances of the organisation and shall pay all monies into the organisations bank account.
All Cheques shall be signed by 2 of the 3 named signatories of the organisation, one of whom will be the Treasurer.
To enable the Treasurer to complete the Annual Statement of Accounts for the AGM all Invoices to be paid by 25th December.
Dissolution
If the organisation, by a simple majority, decides that it is necessary or advisable to dissolve the organisation, it shall call a meeting of all the members of the organisation who are entitled to vote. At least 21 days notice of the meeting must be given. If the decision to dissolve is confirmed by a simple majority of those present. The Committee shall have the power to dispose of any assets held by or in the name of the organisation provided they are used for charitable purposes for the benefit of the organisations that use Citizens House.
Alterations to the Constitution
This Constitution may only be altered at a meeting of the committee.
All proposed changes must be submitted to the Secretary at least 21 days before the meeting.
Any changes to the constitution must be agreed by a majority of two thirds of members present at the meeting.
